GeoDecisions Partners with Law Enforcement to Fight Crime

July 22, 2005/Harrisburg, Pa.: A future crime information-sharing network will give law enforcement agencies in Southeastern Pennsylvania real-time access to local, state, and federal public safety records to dramatically improve officer safety and the region’s neighborhood security.

The Southeastern Pennsylvania Regional Counter-Terrorism Task Force (SEPR-CTTF) has contracted GeoDecisions, a leader in the information technology industry, to provide project management for a new, innovative, real-time communications strategy for the proposed Law Enforcement Justice Information System (LEJIS).

When complete, the LEJIS project will create links between local police department crime records; county court records; state-level probation, parolee, and homeland security systems; and federal-level law enforcement data warehouses, enhancing the ability of law enforcement officials to prevent crimes and respond to incidents.

The LEJIS will leverage the Pennsylvania Justice Network’s (JNET) secure communications infrastructure and collaborate with the Middle Atlantic-Great Lakes Organized Crime Law Enforcement Network (MAGLOCLEN).

For example, an officer making a routine car check could instantly access information about the driver that is not currently available through existing Pennsylvania Department of Motor Vehicle and federal databases and recognize if the individual in question has been involved in other criminal activity within another neighborhood in the region.

“Providing our first responders with immediate access to the most up-to-date information from the entire law enforcement community can save lives and ensure public safety,” said James R. Matthews, the Chairman of the Montgomery County Commissioners. “The LEJIS project is a cost-effective technology strategy that broadens the safety shield for our front lines of defense.”

During Phase I of the LEJIS project, GeoDecisions will conduct a needs assessment for the project, develop a strategic plan for the LEJIS, establish a program management office in Norristown, Pa., and generate the project’s Phase II request for proposal.

The initial deployment of LEJIS is being funded by the Southeastern Pennsylvania Regional Counter-Terrorism Task Force and will support a five-county area. The project is the first application of the combined Department of Homeland Security and Justice Department’s vision that links existing systems together using a service-oriented architecture.

This project will serve as a nationwide model for enhancing law enforcement and homeland security.
